It has been nerfed a couple of seasons ago, sometimes it might go back to 500 because of a bug but then the GM always corrects it to 450. I don't know the reason, but I think it has to do with reducing the impact of having all the enchanted buffs in the alt+b menu and custom jewels.

It is understandable but the other option is to do it by hwid and that would make that many people can log many boxes in pvp zone, so I am sorry to tell you that you will probably have to deal with that. The alternative that solves the problem places 95% of the server at a disadvantage.
