I have make some tested and found
1. Hurricane enchanted +30 Wind Vulnerability ( Weaken's the target's Wind resistance by 50 ) didnt cut any Wind resistance atr.
2. Surrender to Wind and Mass Surrender to Wind did not stack ? They are different skills and i am not sure that it is correct way , sorry if i am wrong.

Surrender to Wind and Mass Surrender to Wind produce the same debuff, the only difference is that one is single target and the other is AoE, it is normal for them to not stack with each other.
