That's just the way 7RB is. Sometimes you get lucky and they all spawn fairly quick. Sometimes it seems like some will never spawn. But they all will eventually. you just have to keep killing them.

Unfortunately, Hopzone does have some issues at times. typically resolved by refreshing your browser.
