Vote issues, L2Network

Why cant i vote on the L2Network site? The announcements say, double vote rewards when voting on all 4 sites. How to achief that?

Since the server started, we have only had 2 vote sites that give rewards. Recently I added 2 more vote sites. Now players can collect double the amount per day than was previously possible.
I know L2network is a little tricky. you need to be logged in with an account. and do the captcha usually. plus they have a 20 second count down timer that you have to wait for before you can vote.

I can't even log in. Seems like only if you have a server you can login. Any advice in logging in?
